I'm usually not one to encourage European States to go againt EU regulations and directives, but for this one, I'd say Sweden should just ignore Brussels. And Brussels should pay more attention to Sweden's good ideas.
Is Sweden really the only country having troubles with this? In the Flemish part of Belgium they have a full ban on commercials surrounding (thus within and five minutes before and after) children's programmes. In Greece they have a ban on commercials for toys, and in the Netherlands commercials should not mislead or play on the fantasy of children.
(this was a big thing in the Netherlands in 1999 when we got the first commercial TV stations aimed at children)
